Progressive Loading Settings or LODs seem to make None compression textures compressed?

Got a project with a model where nomatter what compression settings I use the AORM or NRM map on it, it looks horribly compressed so I set those textures to uncompressed but even if I clear build and browser caches and full export, I don’t see the uncompressed textures unless I add the Progressive Loading component in the scene and turn off everything on it. Is this expected? The textures are inside a glb file and I’m on 3.47.4 beta Needle with Unity 2023.2.20f1
