Meta guys are aware of transparent webm being broken on Quest, I pinged them
For best crossplatform support would recommend having a video with side-by-side or over-under channels for color and data
2.51.x adds AssetLabels to further control compression: ETC1S
or UASTC
can be added to either a specific texture or a whole prefab/model asset that is being exported (when exported as a separate glb)

You can select “None” in the texture importer - that should do it
There’s also WebP now with a quality slider
