Is there a known issue with object position being incorrect in builds?

Here is our track position in Unity, but in the browser, there is a noticable gap betwen track segments that is not consistent with in editor

No, there is not. One potential cause is that mesh compression may modify the mesh bounds, which is more noticeable (as in your case) on parts that are designed to sit flush.

You can test that by disabling mesh compression for that particular mesh
